The Japan Sake and Shochu Makers Association lists no shochu maker in Gifu. That is the ordinary case north of Kyushu, and it is the reason every prefecture is drawn on the map at its real size: shochu is a southern drink, and most of the country makes sake instead.
Blank here means nobody is listed rather than nobody being there. A small producer outside the association, or a sake brewery distilling its own lees for the local market, would not appear in that directory and would still be real.
